Labels do all the CD promotions, album distributions, etc. But they're independent in the US, they just use EMI to distribute. The only thing EMI does for them in the US is put CDs on the shelves and on sites that sell MP3s. So I have no idea why EMI can't distribute alongside the rest of the world.

No matter really. EMI is only hurting their own sales with this.
